In Southeast Kansas, Chautauqua, Elk, Labette, Montgomery, Neosho, and Wilson. * Through Friday morning. * Another round of storms producing heavy rainfall is expected late this afternoon through the evening hours. * In addition to the normal low lying areas that tend to flood, other roads and highways will be at risk of rapidly rising water. This rising water could be fast moving and have the potential to sweep vehicles off the road with little or no warning.
